Yeah, that's the thing. In the story he more or less uses the strings to hold his victims down, while he works on breaking their every bone inside of their body. He rarely uses them for cutting into people, but it can certainly happen. He doesn't see everyone as puppets, that's true. Because he only targets people who are lonely and can easily be isolated already.

He can choose who can see him or when people can see him. Often people just see his eyes and mouth, hence why they describe it in both of the stories. But it's more common that he shows his true self when he's in the act of killing his victims.
Children can see him easier than adults, however. If they were to talk to some adult about it they would only shake it off as their imagination, that's why he doesn't bother covering up too much when he's around them.Β
