Based off her outfit from the light novels. Her uniform was pretty much similiar to Celica's before she wore the longer cape with the blazer top.
Yes she is wearing Phantom's hat. Or her Phantom hat.
This was a little thing I did for a friend awhile ago. However the issue was I went form teaching him how to do it and or touching it up to completely redoing it for him.
And I just realized there was an issue with the neck and I fixed a few minutes before uploading this.
The frined involved in the conception was TwistedHJ
A good friend of mine from the Blazblue community and my 'pupil'
I touch him everything I knew with sprites.
I am since then retired though! LET HIM CARRY ON MY LEGACY!

So yeah. Nine! Or Konoe Mercury.
Given I know some sprites are out there. however with no access to the model of her like this in her introduction with Celica (that sprite of her in this or her other guild outfit was exclusive to Celica's opening combat dialogue with her), this was a a rehashed effort. Maybe Ill redo the hat some day.
This one took a lot of free handing and I have no complaints.

The hair is a bit closer to Phantom then Nine, since Nine herself was more pin straight, however these were details I didn't go in and fix sine Nine and Phantom are the same person.

Made from Nine the Phantom sprite and Celica. (only for the cloak, arms and top)
