on a separate layer you make the white curvy lines and for each frame you shift it down one or two pixels (staying in the water body) with a few changes in the line each time so it doesn't look like just a line moving down
I'd recommend at least three frames unless you want to make the water appear to be flowing upwards and downward interchangeably
