Well ok i did made a little mistake but here is the explanation, with Nicole as our example!

The Fu Gu Gum(Made by our dear Mikan) ONLY inflates the eater, making them only a bouncy rolypoly with no floating ability.
The Blimp Room however if filled with Helium which in fact when inhaled ONLY cause you to float(But does not change your voice to a higher pitch)

And when both combined... It becomes a prison for inflated prisoners!
