Description
Now a speedster known as Cobalt Blue, Eddie resurrects Eobard Thawne/Reverse-Flash, Thaddeus Thawne/Inertia, Hunter Zolomon/Zoom, Barry Allen/Savitar, Edward Clariss/The Rival, Eliza Harmon/Trajectory, Ryan Wilder/Red Death and August Heart/Godspeed and gathers them in the Negative Speed Force.

The Legion of Zoom defeated Team Flash and killed most of the CCPD. However, after Cobalt Blue loses his speed thanks to Jay Garrick, Eddie absorbs more speed of the Negative Speed Force and sends the other speedsters back to the Negative Speed Force so he could activate Phase 2 of his plan.
