I have a theory why Duke is never mentioned or seen in CGI series. Heres why:
So when the mid sodor railway closed, Duke was left in the shed as seen in Grandpuff. And the remaining Mid sodor tracks converted into a miniature railway to transfer ballast. In the railway series, The arlesdale railway happened before Duke was found. And we have seen Arlesdale railway adaptation in CGI. It means Duke still in the shed in CGI cannon. And then in 2021 the show ends. Meaning Duke was never found and buried in the shed forver.
