I am quite a beginner at this sort of thing, do you export the model's files into the Sims folder?

In your "The Sims 2" folder, simply create a new folder, rename that new folder "Downloads" and export the .package files into the "Downloads" folder. It's as simple as that. And it also complies for any Sims Stories folders.
