Ooooh, what's the story behind this guy? That looks like an Eldar cloak and some kind of Blood Angels medallion, if I'm not mistaken.

He was a character I played during Dark Heresy 1st Edition. The cloak has psychoactive wards woven into it, designed to channel excess psychic energies and provide protection from such forces.

I didn't inquire too deeply into the character before starting the commission.
Suffice it to say that he helped out the Blood Angels enough to receive a that medallion and the cape was suppose to have runic sigils on it.
The runes are not Aeldari runes, I used Germanic runes to fulfil that part of the commission. I guess you could say it was a gift from the Space Wolves. (The commissioner did not explicitly say where the cape comes from.)

You originally suggested Germanic, but I wanted to avoid the relation to the Space Wolves.
