Try this. Every summer, each pack sends their best pups, whether they be alpha orΒ omega,Β and possibly critters to partake in the Great Wolf Games. Whichever pack wins, gets first dibs on the caribou and elk in the area. As years go on, however, the games stop being for all pups and critters and just the best of the best, possibly because of a food shortage. Claudette wants the games to be open for all critters and pups like they used to be (And to impress Fleet, of course). Unfortunately, she lets he ego and desire to win get in the way and forgets what her goal was in the first place. The games end in, like you said, her letting Fleet win, and maybe the games end up being for all pups and critters again.
Sorry, I felt like writing my own version of this terrible, terrible movie.

I think the real issue about the pup's design is the bags under their eyes. If you're going to give them huge eyes, fine-it's pretty much one of the things that would make baby characters cute- but just remember to leave the bags out. Otherwise they'd look old at best and ugly at worst.
