Damn it. But talking to people who know Randy, they say the connection can be made between the two actors, it's not entirely my fault

I didn't think Matt Damon when I saw him, but he did strike me as someone very familiar, even if I couldn't put my finger on it. The hair doesn't need to be hated, but you definitely have room to improve. Your shading is realistic, but soft enough that we pay more attention to his face as a whole, rather than the artistic technique. To elaborate, a lot of artists, including myself, are addicted to dramatic lighting, and with good reason. The problem is often the actual subject gets lost in the boisterous technique. In contrast "A New York Actor" resembles a simple snapshot, which I assume it was referenced from. Though I said earlier the hair needs more detail, I don't mind the flat coloring of his shirt. It's good to put the most effort into the focus of the drawing.
This pic stands out among your portraits because it shows you have a distinct handle on pencil drawing. Your gallery shows you possess talent and this picture is one of your best.

It's an older drawing so I think I've improved in some areas. The reference pic was a professional headshot but yeah, lighting was likely less dramatic. I've always found myself to have a problem with either over or under shading.

It's my pleasure. I prefer giving a couple of detailed comments to a ton of shrimpy ones.
I find I crit many of people's older work. It makes a lot of my points moot, but I know as an artist I like to know someone still pays attention to my older stuff. Plus, I usually overlook when they were submitted anyway.
