Thanks Ricardo The wheel was actually turning upon arrival, but near closing time later in the afternoon. Soon after the owner stopped the wheel while allowing us walk around. Turning out better for me when walking down to this vantage point, more water flow got diverted into that right side waterfall as a result of the stopped wheel.
