This image is to help explain the state of affairs for my canceled Star Wars Fanfiction Series: Star Wars: The Shadow Wars.Note: The information below is from my own universe which is a blend of old and new canon and it not to be considered canon in any other universe but mine.
The image above was acquired via Star Wars: Knights of the Old Republic II - The Sith Lords, using Effixian's HK-47-55 hybrid mod.

Model: HK-86 Model Protocol Droid
Manufacturer: Unknown.
Known functions: Protocol, etiquette, facilitation of communications, limited combat programming, unknown array of additional functions.
Average price: 5,000 Credits
"Greeting: It is a pleasure to see you alive, Master." - the average greeting by an HK-86 unit.
The HK-86 model of protocol droids are a relatively new appearance within Republic Space. The droids were sighted appearing within Republic worlds as early as 13 ABY. They're fully equipped with all the functions and programming of the average protocol droid, however most come pre-programmed with limited combat programming. Many of these droids have been installed as translators, escorts, and bodyguards for particularly wealthy individuals such as politicians, high ranking businessmen, military officers, and of course various crime lords. Their versatility in carrying out these roles makes them valuable as such. When complimented on this, the average HK-86 unit will remark that they were built explicitly for the purpose of fulfilling such escort and bodyguard roles.
The HK-86 model has displayed a strangely unique speech pattern, always prefacing their speech with a speech conditional before speaking. For example: "Greeting: a pleasure to meet you, Master." or "Query: How may I serve?" While 86 models are predominantly masculinely programmed, there are a few units observed to have been given feminine programming. Their personalities though, regardless of masculine or feminine programming, are generally the same, although some disputatious units have been observed referring to organics as "Meatbags."
One matter of concern is that no one knows where these droids are manufactured or by who. The HK-86 units display a strange lack of awareness as to the identity of their manufacturers, claiming that such information has been wiped from their memory banks. Most HK-86 owners are content to ignore this though as the droids themselves are quite efficient at their duties. HK-86 droids are few enough in numbers though that they haven't interfered with the larger protocol droid manufacturers. There are some, albeit few, rumors though that these droids have a more sinister purpose, and might be assassin droids which are still highly illegal within the New Republic. So far there is no evidence to suggest that these droids are indeed assassin droids.

SUBJECT: HK-86 Model Assassin Droids
Model: HK-86 Model Assassin Droids
Manufacturer: Unknown
Known Functions: Protocol, etiquette, facilitation of communications, combat programming, assassination protocols, secret wrist mounted armaments (Stunners, shock arms, ion chargers, flame throwers, carbonite freeze beams, poison sprayers, slug throwers, plus more functions, exact attachments vary by unit), secret weapons compartments (located beneath outer thigh plating), energy shielding (optional, not present on all units).
Minimum sentence for ownership of illegal assassin droids: 20 Galactic Standard Years (duration adjusted accordingly depending on species average lifespan), parole possible, lifetime ban on droid ownership.
The HK-86 model protocol droid, contrary to the information outlined above, has indeed been confirmed to be a model of assassin droid and are to be treated with the utmost caution. While no HK-86 droids have been linked to any deaths or suspicious occurrences as of the publication of this dossier, they are from a long and infamous line of assassin droids. These droids bear a strong aesthetic similarity to the HK-77 model, a series of assassin droid that first appeared around 2-3 ABY. Imperial records from the era showed a slow realization of the HK-77's true purpose but no efforts were taken to dispose of them. New Republic Authorities aren't about to make the same mistake. Indeed, we begrudgingly owe a few mid-to-high profile Imperial Assassinations to the 77s. These 86 models need to be treated no less as illegal assassin droids. As such, if you spot an HK-86 unit within your jurisdiction or under your command, proper disposal procedures are to be followed as outlined below. It should also go without saying that these droids are absolutely forbidden from serving in any military posts or aboard any New Republic Starships.
The Intelligence Bureau wishes to study these droids' programming and memory banks for any potentially useful intelligence, namely for the location of the factory which produces them. Please refrain from dismantling or destroying inactive/disabled units before handing them over to authorized Intelligence Agents.
Proper disposal of HK assassin droids is as follows...
ATTENTION: For disposal procedures to work, no indication of awareness of the droid's true function is to be made. Such information needs to be kept confidential, else the droid's self-preservation subroutines may engage and activate their combat and assassination protocols.
Step 1: Arm yourself with Droid Deactivator weaponry. Additionally, provide similar armaments, covertly, without the droid's knowledge, to a small number of trusted individuals, four maybe five individuals that the droid does not have regular contact with or has never encountered before. If Droid Deactivator weapons are unavailable, ion weaponry is also an option. It is imperative that the droid not see these weapons as it could tip them off.
Step 2: Arrange an ambush within an area where civilian casualties are minimal or non-existent. Avoid using mines as the droids are equpped to scan for a wide array of mines. Detecting mines in the ambush spot may alert the droid that their cover is blown and may lead to disaster. Advise using the previously armed associates to surround the droid. Also avoid using areas known for high crime rates as the droid may have a heightened awareness and have some of its combat subroutines preloaded in case of an attack.
Step 3: Once the ambush is arranged, lead the droid (alone if possible), to the ambush spot. The droid will undoubtedly ask what it's needed for. The best explanation would be to say that its needed for some translation work with a species that the individual has a hard time communicating with. Avoid using complex explanations as it could tip off the droid to a betrayal and ambush. Also avoid saying that you need the droid for escort duty as they will likely pre-load their combat subroutines and thus make any ambush harder.
Step 4: Once the droid is in the ambush spot, have an associate move in from behind and disable the droid with the droid deactivator or ion weapon. Timing and stealth is critical as the droid cannot be afforded an opportunity to calculate that it is in danger. Some units have been observed as being equipped with energy shields so take great caution in this regard.
Step 5: if successful in disabling the droid, use the opportunity to finish the droid off with direct shots to its power cells. Removal of the power cells are not advised until the cells themselves are destroyed. HK units have been known to possess reactivation subroutines and will reactivate on their own if shut down or disabled for too long. Only once the cells are confirmed destroyed can the cells be removed.
Step 6: Contact New Republic Intelligence and inform them of the ceased and disabled droid, and await collection by N-R.I.B. agents. DO NOT leave disabled droids unattended or unguarded.
Note: The processor on the HK unit "Chest" is theorized to hide a third photoreceptor and secondary processor and memory core in case of decapitation, similar in function to the third phororeceptors located on the chests of IG-100 Magnaguards from the Clone Wars. This has as of yet to be proven but caution is to be taken regardless.
NOTICE: There is one older model HK unit currently cleared for operation but still covertly monitored by the Bureau. The unit designated as HK-47 is presently cleared for continued operation on the orders of Grand General Galen Marek and Supreme Chancellor Leia Organa-Solo. HK-47 has been confirmed an early model of HK unit dating back to at least the Jedi Civil War of 3959 BBY and has provided a wealth of historical and tactical knowledge to the Republic and the Jedi Order. He is presently acting as escort and bodyguard to the Chancellor's youngest son, Anakin Solo. The Solo and Skywalker families are fully aware of the droid's status as an Assassin Droid. It should be noted that HK-47 is credited as the informant, exposing his and his fellow HK units as Assassin Droids, although it is believed to be an unwitting or unintentional confession. HK-47 does not seem to be aware of the HK-86 model's existence but is believed to be connected to the development and manufacture of the HK-77 model, although his level of involvement is at present, unknown.

Query: Who do you suppose manufactured them in the first place. Mocking query: I wonder who it could've been.

Maybe i do, maybe i don't. This is actually a plot idea for the Shadow Wars I had that was kinda rinse-repeated from KOTOR II's cut content regarding the HK-50s. I hadn't decided on who i was going to have be the ones building the HK units but it would definitely be another case of someone finding HK, studying his design, building their own, and then shipping them out into the galaxy. Again, hadn't decided who i wanted to have be the culprit but HK would've been less than pleased.
