Basically this is a world like that dog vs cat movie, where dogs and cats can secretly talk and they are in constant war with each other to be the most favorite pet of the hoomans. A secret canine agency HQ was taken over by enemy cats and the unfortunates were imprisoned. Some were used in experiments for whatever reason, such as shown here, where they made a way to keep their detached heads alive as "living trophies."
