You need two models of the character, one with each clothing layer on it. Then just play with the top layer character's transparency until you get the desired look

I got the transparency thing to work, but for the pink one I am trying to adjust the frills and I do not see anything at all in the added belt or ribbon menus. Am I supposed to access them a different way?
