Seriously, one second everypony celebrates Lunas return the next everyone forgets all about it.Rainbow Dash and Twilight aren't there because they don't seem to fear Luna in her episode, which probably means they didn't have their memories wiped.

Glad I'm not the only one who noticed that glaring discrepancy. That and how they went from having no clue who Nightmare Moon was before Twilight came to suddenly holding a holiday all about her?!

In regards toward Nightmare Night, it's implied in Luna Eclipsed that Nightmare Night is only celebrated in Ponyville which would explain why Twilight had never heard of Nightmare Moon while she still lived in Canterlot. As for why the citizens didn't recognize Nightmare Moon right away, I would say that's probably because the statue is located in a secluded place, so they probably only see it once a year, and as a result of lack of exposure, it probably took them awhile to finally recognize Nightmare Moon, especially if they were fearful and surprised.
As for why Luna hadn't been seen or mentioned until the second season, I would imagine that the folks at the marketing department at Hasbro were thinking that girls won't want to buy a toy based on a character who is dark and associated with the night. They would want Princess Celestia instead.
