Description Jinx of Teen Titans vs Domino of Marvel Comics. Both with the power to manipulate probabilities in their favor.

Jinx is a magic user and former member of the H.I.V.E. Academy - a training academy for young super-villains - and the Brotherhood of Evil, and a current member of the Teen Titans. Her body produces a mystical energy she uses to effect probability fields around certain objects, like causing electrical systems to malfunction; she can effect the elements; and her primary use of the energy, producing bursts of concussive mystical energy in the form of either a blast or as a pink wave she uses to knock opponents off their feet. She is extremely agile and uses various somersaults and tumbling to avoid offensive attacks, and she has also incorporated her gymnastic skill into close-quarter combat.

Domino, or Neena Thurman (or a slew of other aliases), is a mutant who was the result of a top secret government breeding program intended to develop the perfect weapon who was deemed a failure due to her 'luck' power, and is currently a mercenary/adventurer who was a former member of a slew of groups and organizations, including the X-Men. She has the subconscious ability - activated in stressful situations such as fighting or escaping - to subliminally and psionically initiate random kinetic phenomena that effect probability in her favor by making improbable (but not impossible) things to occur within her line of sight, thus causing her to have 'good luck' and her opponents to have 'bad luck' (for example, anything from an enemy's equipment failure to hitting just the right switch with a stray shot to shut down an overloading nuclear reactor); a byproduct of her probability ability is that her cerebral cortex emits a current of bio-electric pulses down her spine to instinctively guide her movements during such situations, which has the added effect of augmenting her natural reflexes and agility to near superhuman levels. She is a superb marksman with various firearms, a highly skilled athlete, excellent swimmer, adept in the use of explosives, and has extensive training in various armed combat techniques and the martial arts.

Guess Domino if each other's luck powers get nulled.

Assuming Jinx's bad luck and Domino's good luck cancel each other out, I believe Domino wins due to experience and the fact that she has weapons while Jinx would only have her athletics to count on.

Not so easy to just say that their respective 'luck' powers would cancel each other out. Jinx's manifests itself as the energy she uses to wreck certain objects, up to and including entire structures, while Domino's only works within her line of sight and manifests itself as seemingly random kinetic pushes and attacks outside of her conscious control. For example, Jinx could conceivably wreck Domino's guns and/or explosives with her energy, then try and collapse a building onto her. Domino would then have to look at the building, then her power would kick in and she'd be able to avoid the debris, making just the right moves to avoid all of it. She could then perhaps be able to fix her weapons with her own 'luck' power unless they were made 'impossible' to work by Jinx's attack. At which point, Domino would have to pull a hand weapon - which can't malfunction - and try to close with Jinx while avoiding her concussive blasts and waves, then deal with her close-quarter combat skill with her own armed combat techniques and martial arts skills.

....so who do you think wins this?

That's the question. Normally Domino's 'good luck' power would help her to avoid any attacks, but Jinx's energy attacks are charged with her 'bad luck' power. In the end, I think that means the two lucks would cancel each other out and that Domino would be left to her own natural talents to avoid the blasts, which aren't inconsiderable on their own due do her own natural reflexes and agility maintained by intensive regular physical exercise, but she would also have little experience in dealing with a situation in which her power isn't helping her. Jinx's pink wave would be especially difficult to avoid as she tried to close in. But if Domino can manage to get close enough? She definitely has an edge with more close-quarter combat training and experience, both armed and unarmed. The question is if she can get close enough to use them before Jinx wears her down.
