How come they can make new pony characters talk but not make Lyra talk? I heard Bon Bon's voice on several ocassions but I've never heard Lyra. She must have an amazing voice.

I think it might be because she has a name and so the animators wanted to create a new model specifically for the role. Like the difference between "pony #1 says:" and "Junebug says:" instead of pick one of the common background ponies, like Lyra, they decided to make a Junebug. That being said, since she isn't a common bg pony, we may never see her again.
