Tbh, this is all fiction one way or the other. There doesn't really need to be THAT much logic in it, because in the end, it is fiction and does not exist. One way or the other, this place was made by creativity and people's imagination. Otherwise the concept of both Gnar and Fizz would cease to exist in the first place, along with large amounts of fiction.
