To resolve Kuril Islands crisis and get potential economical ally Russia offers Japan a deal. Japan will make Americans leave their territories (not necessarily cut all ties and not be allies) and pay for islands. Japan eventually agrees after a lot of tensions. in 2018 Russia transfers Southern part of Kuril Islands to Japan.

2020 - Japan starts building cities on 3 islands which will eventually be named after their islands (totally not lazy from my part).

2023 - most of urbanization projects are done. Islands now resemble most of today's Japan.

2025 - Island and now have airports and harbors and therefore connected to main Japanese archipelago.
