Boeing's X-37B, in ISS Cargo configuration, approaches the station from underneath in preparation for capture and berthing by Canadarm2
Unfortunately, as with Cygnus-UCM and ATV-ULC and similar proposals, there has been very little interest in pure unpressurized ISS cargo vehicles, even when little development is needed. Though X-37Bs downmass capability was unique, it was still likely doomed in this regard. Especially since it could only carry 3 FRAM-sized payloads at once. Disregarding downmass, this was basically equivalent to just the trunk of a Dragon
