Description For my submission into the Fallout: Equestria Mod team, they have asked me to make 5 individual Zebra vectors all with different clothes/items/expressions, based off of a single base vector.

This is the last of the five vectors. A long time ago, the Zebras existed in scattered tribes, but at one point and time, a single zebra unified them into a nation. The Caesar of the Zebra Nation was a main player in the Zebra-Equestria war. While he himself is known for his courage, his paranoia of the powers of the stars fueled his attacks towards the ponies, in fear of being enslaved by formerly Nightmare Moon, Luna. The Caesar is well defended, but not surprisingly the Caesar himself is a renowned and strong warrior and general. Always carrying the best weapons in case of a stalking assassin, and skilled in the dreaded Fallen Caesar Style martial art, known for it's deadly precision. A skilled diplomat, he attends meetings in a quite flashy apparel, but not enough to be cumbersome in case negotiations get too heated.

Knowledge of his whereabouts were lost after the Megaspell strikes on Equestria and the Zebra Nation, ordered by him in a fit of desperation when defeat seemed close.

I like the it!
But it doesn't look right. If Fallout you mean Vegas then this doesn't look very Ceasery. Replacing the fur with leather would give a better Roamn vibe.

This is also before/during the war, so leather isn't the sort of thing they would be using to show off their wealth or power. It would be furs.

Well, remember that Zebras in of themselves are a different culture, so I don't need to make them exactly alike. In FO:E, the Caesar was the leader of the Zebras, which are based off of African people, so I gave him more of an African look.

While these look really cool, I think they are too under-advanced to be the zebras they would have been fighting in FO:E.

Remember that magic is also a factor. They were skilled with necromancy, black magic, and gemstone enchantment as well as creating several enhancing potions.
But yet their machinery was rather high tech and compact compared to Equestrian technology, more skilled in robotics, stealth, and in hand to hand weaponry. (The sword that the Caesar holds is a mechanical one that is electrified and can cut through steel like butter, which is seen in the story)

I've always imagined the Zebras to be very traditional with their uniforms, hence the feathers, and not to mention the Caesar is their leader,(And this is pre-apocalypse btw) so he would be quite colorful in appearance.

And since I'm both using a single base vector and I have no idea how a male Zebra would differ from a female, (I would assume they appear quite similar) this is the best I could do.

Yeah, I see where you are coming from, but think about this.
This isn't just a ceremonial uniform, this is what the Caesar would always be wearing when in front of his troops. As he is seen as not just a powerful figurehead, but a powerful warrior, it would be wise that his Uniform is not just a statement of power, but also a practical fighting apparel.
So, loosing the feathers and fur scarf would make it more practical.

I would also put it out there that you should go back to your other four uniforms and make thee or so more of the same uniform with minor changes in areas, this give the reviewer (as this is going into the mod) more to looks at and then they can either implement all of them, or tell you what they like from the four and then get you to make a final one with all the good bits.
The super-mutants in FO3 had hundreds of drawing before they settled on what they wanted... it should be the same for us, but I know things are not the same (money, time), bu that doesn't mean we should do a few.

Yeah, I count this mainly as his ceremonial dress. (And I'd assume he isn't normally on the front lines or are even close to them, so for the public eye and diplomatic appearances, he dresses more for show than war practicality, much like Celestia and Luna, he's more involved in the politics of the war than the fighting, but still directs his armies from the Zebra capital) But even then the clothes he currently wears aren't too cumbersome to fight in. Much like the apparel of African kings and chiefs; they're flashy and powerful but also fairly practical, even with the feathers and scarfs.

Also, these were more of an entry submission task that Keynote gave me than actual mod concept art. I'm working on some actual concept vectors for the Enclave Pegasi, and I'll assure you it will fit more into the needed criteria.

You stated yourself that he was a great warrior.

Think of Richard I, the Lionheart. He was commanding small armies from the age of 16, he used to ride into battle with his men, this made him a much liked commander. When he addressed his men he didn't present himself as a king, he presented himself as a warrior, a brother-in-arms. He would wear his armour and sword where ever he went. He wore, nearly always, a military crown (a helmet that was crowned).

I think this Caesar would be more like this, a fighter who still participated in some battles. To even unit tribes and keep a steady hand on them you would need too, otherwise they would see you as weak and just over throw you.
So the fur scarf would slow Caesar down too much (Fallen Caesar style involves quick movements) and the feathers would cause drag and be too easily caught in the environment.

But as you said this was just a submission to get you into the team. These things can be looked at later in more detail when we get around to it.

That is a good point, but again, I'm also thinking of the current technology and type of warfare the Zebra-Equestrian war was fought.

The technology and tactics were equivalent to a more modern age, so the generals and commanders remained back in their home countries and led the armies from afar, and were icons as much as soldiers. It doesn't mean though that monarchs aren't taught to fight, as I also based the Caesar off of the kings from many older African countries and tribes, who usually prove themselves worthy warriors when they ascend to the throne, sometimes even fighting the presiding ruler for dominance. If the battle was brought closer to his home, he likely would march out to help defend his country, and would don fitting battle armor.

Yeah, we'll clarify more on the outside details of the world when we get the main stuff figured out...
