Ash’s outfit is from official promo poster where he is with Gary and Goh in wedding-like suits. I always thought that his wedding shorts are a good for a wedding on the beach. And where else could Ash’s and Misty’s wedding be, while they definitely need to make it easy for all her water Pokemon to attend! And blue is the color of Cerulean gym badge! Psyduck mastered his power to make Pikachu “flying”, and Pikachu is just incredibly happy that the day of Ash’s and Misty’s wedding has come.

P.S. Ash’s shoes are designed by me, they are not canonical. At least so I have associations with football not with “little & cute classically dressed boy” (that thanks to this anime season for it…). If you think they look strange for wedding outfit, imagine, that his wedding shoes was destroyed by Pikachu during the battle with team Rocket and he has to wear what is left.
