It looks like they just used a program that wasn't windows paint friendly,un.

You could try saving it as 16 color bit map, select all of it, save it to another open paint window, and save it as PNG. The colors will be a bit warped, but all the lines will still be there. it's what I did, and I'm finding it very easy to work with now.

hey i mean no disrespect because i want to use this base but im going to fix it ie. ( the fact that the outline is in about 20 dif shades of black im going to make it one solid color so those who want to use it don't have to spend an hour on the outline alone) and i was going to post it for you to replace the original one i request no credit but this is a real pain in the ass to have to spend an hour alone just to change the skin color T.T
