Maybe because superman's villains are more serious than goku's.
Dragon ball isn't serious, it's all about fighting.
Goku's villains want fair fights. They fight loyally...
Superman's villain's goal is to make chaos with no mercy, they would never accept to fight somewhere else.

lol. but Superman did fight Zod in space to avoid the city but then Zod dragged Superman back to the city. but people have to admit that fight scenes in city are awesome

True for Zod, not for Superman, who technically could have thrown or punched Zod enough miles away from populated areas, but didn't.

well zod would simply come back, superman was inexperience and superman tried to do that but zod saw what he was trying to do push him back into the city
