Find a pic first owo
Then paste it in photoshop, and duplicate the layer
Go to the bottom layer and
Filter > Blur > Gaussian Blur and for the radius put in somewhere between 1 and 4
Press OK
Select the top layer that was duplicated and overlay the image and it'll be all bright
