The article was stating that some countries (Germany, UK, Japan, etc.) think China should no longer foreign aid while there are other countries that need in more. China still clings on to his "developing" status while easily spending billions on a space program, Olympic games, military, and other stuff. That kind of stuff makes it hard to convince other nations how broke you are.

I already touched on the South China Sea thing in this comic. [link] China recently told America to go home and keep out of the dispute but I don't think he wants to leave.
