It's not a matter of her being dead (though, it's still a fatal factor), but a matter of her no longer having a purpose of being on Earth. All she cares about these days is keeping Chaos in check.

Even so, it seems that the only reason she would return to Earth is if Chaos is disturbed again. Also, she doesn't seem to match any of the skill-sets in Team Rose. Speed and Flight were already taken by Amy and Cream, and Tikal just isn't as strong as Big.
