um...I'm not really sure what you mean by that
I don't commission others (yet), but if I liked someone's art, I'd pay for them to animate a pixel for me XD
If people want to pay me to animate a pixel for them, I'll gladly accept the commission. For friends/watchers, though, I make it an art trade ^^
I use Photoshop to animate my icons, so the process is free.
(Hopefully one of those answered your question o.o)
