What are you using to blur on GIMP?

Which area? for the soft fur effect I use the blur tool it looks like a had pointing a finger on both GIMP and PS. Set it to 20% opacity.
If you want the step before that you simply duplicate the animal layer Gaussian blur(I keep it at 7.0 on GIMP) it and then change it to soft light, once done I adjust the opacity to match the image and look natural.
