This is Desert Phantom by SilageKiddZ

Out in the deserts between Appleoosa and the Badlands a malevolent spirit lies in wait. It is said he was a stallion who traveled the wild untamed desert to discover treasure, only to find a herd of violent Bison who took his presence as a threat. They had challenged him, sentencing him to combat a venomous snake before allowing him to enter their land. He had failed and was killed by the snake, and the bison had cursed his spirit to be lost in the desert, forever searching for what he cannot find.

Today, he likes to chase the trains that plough their way through, he's got the speed to keep up and often taunts and scares the ponies in side for the sheer thrill of it. Ponies in Appleoosa fear him, thinking he will come and destroy anyone who dares to come near his territory. His name was Dust Devil.
