((The joke still works, because as you said, Touhou comes from Japan and 4Kids is all about ass-raping Japanese properties. That's the whole point of the "Sean from 4Kids Entertainment" character.

I don't recommend it, though. The voices are all wrong, the characterization is kind of wonky, and the humor is massively dumbed down from the original games. It's still better than whatever 4Kids would come up with, though.
Finally, Ray is mostly a male name. 4Kids is not really smart enough to give Reimu a gender-neutral name, they would naturally give her a female name. "Rachel" is more something 4Kids would come up with than "Ray".))

((It still exists, so Touhou IS an anime, even if it's not official. In any case, ZUN allows the fandom to run wild with Touhou, to the point that the games themselves are the only thing that are truly official.
