Description the reconstruction based on skeletal material of both species. (the picture show them shortly before they were buried by a sanddune) The sicle claw of the left leg of velociraptor was been hitten into the troat of protoceratops. At the same time Protoceratops bites velociraptor with his beak into the right lower arm. They died in a deadly clinch.

Why is the(velociraptor) tail being held totally straight instead of bending at the base?

This is very different from most reconstructions I've seen of the "fighting dinosaurs", but in a good way. For 1, I've never seen them illustrated pre-death from a skeletal point of view. Also, the protoceratops is right on top of the velociraptor in almost every other reconstruction I've seen.

The only things I see wrong w/it are the species names which should not be capitalized.

Only a detail, specific names (and generic) are given in a style different from the rest of the text (italics, for example, or underlined). Also, the specific name (mongoliensis, for example) is never written starting with capitals (some time ago, this was allowed).
Anyway, after that nonsense chating, that scarcely has something to do with this great artwork, Iยดll add this one to my favourites!

That's fucking awesome! I don't think I've seen these 2 illustrated in this way before.....very cool. As far as I know (operating from memory here) they appear to be accurate. I don't see any glaring anatomical flaws right off the bat....which is hard to pull off. Though I disagree with your interpretation of this scene. Personally, I feel these 2 were engaged in a hideous sadomasochistic interspecies sexual act that nature itself punished them for.
