As far as I'm concerned, it was all part of his plan. He knew she'd try something someday, at least as far back as the 2nd era. He let himself be killed, or at least his physical body. I'm pretty sure we'll see him again in a fully-mechanized body in TES VI or something. ESO clearly set up the fact that he could do such a thing.

He don't need physical body anymore. Sotha reached godhood without Heart's help. Anyway sad that he had a whole city, some sections of which were simply abandoned and Sotha almost didn't appear in front of people.
