That guy is dressed the same as from Axel StoneΒ Streets of rage. Also the girls and setting are from the game. Final Fight? perhaps, but I am a Sega man, so I will stick to Streets of rage. Regardless of annoying things such as facts and opinions of the artist himself

Streets of Rage came 3 YEARS AFTER Final Fight and was a CLONE game. So Streets of Rage copied the settings and designs from Final Fight. Both are great games though.

Sure, but he isn't quite dressed like Axel. Axel had a head band. Check screenshots of Final Fight (Capcom). You will see this is the outfit the character (Cody Travers) wears in the games.
