This is another picture from one of the scenes, near the end, as the battle between the Babylon Rogues and the Battlebird Armada against the Blue Typhoon and the Royal Air Force comes to a close. Sonic and Tails make a bet to see who can "pluck one of Jet's tailfeathers" and capture the notorious mercenaries.
As a character in COA, Jet grates on Tails a great deal. He knows about the latter's fight against the Battlebirds, and is keen enough to use Tails weaknesses against him in a confrontation. The fight with Sonic, however, is one both speed freaks enjoy. Jet and Sonic are very alike in their hyper-competitive natures and a desire to be the best and the fastest (whereas for Tails or Wave, that sort of thing is more a means to an end).

What happens to the Babylon Rogues afterwards?

Well, the Rogues are captured at the end of the chapter, but Tails promises to save them from the gallows and the "King's Justice." You can expect to see them again in COA:ACO's closing chapters, with respect to the now complete Ark of the Cosmos.

By the way, the part when tails turns liquid and the bullet goes through him or bounces back. Can you explain that for me? I hope i wasn't seeing things.

In that scene, Tails shielded himself with his tails. In the COA continuity, Tails is able to fly with his tails by manipulating their structure on a molecular level: they literally become extremely fine but powerful propellers (Sonic has a similar ability with his spines). By the time COA takes place, Tails has refined his abilities to the point where they are a versatile shield as well as weapon.
In a fight, then, Tails' tails are effectively indestructible to small arms fire when used as a shield. Just as Sonic becomes semi-invulnerable when he spin dashes. I hope this makes it more clear.

Per the fic, they'd been wailing away at each other for some time by that point in the scene. And, since I'm not constrained by comic book conventions, characters hitting each other tends to result in some actual physical damage.

Ah so the CoA series has started up again [in remake form at least]. I'll have to catchup and start reading Reloaded soon! ^-^
As for the picture itself, I hope Sonic wins this brawl... I never did warm to any of the Rogues.

One of my proofers observed that the "rogues put up a hell of a fight" ... still, they're antagonists. We know what happens to that lot.
Hopefully you'll enjoy the COA Reload! The first two chapters are fairly similar to what came before, but after that, all bets are off!
