True and not. As I see it, at least:

Society is apathetic not because they'd rather be normal, most parts of society thinks they are unique, but, quoting The Incredibles, if everyone's unique, no one is. Society is just filled with people who wouldn't risk DOING because they don't really know what's going on, by the time they look up from their lives they find how the situation in front of them has no explanation or context, so they decide to run away instead of fighting, else they might do something wrong.

Society has also given us these "imposed rules" not because we will be happier with imposed rules, but because without imposed rules there's no society. Society needs people being "normal" in order to function, no one is "normal" but for society to work we need to pretend being normal else society would fall apart.

Rules never stop changing because that way we are always in constant fear of not being normal enough, a game starts then: You're unique and celebrated as long as you're useful, you're normal so you get the benefits of being able to hang around the others without being judged. So we try harder, doing whatever is needed in order to be accepted, but we will always fail, once and over, until we give up and get stuck, then desperately trying to make up for past mistakes we made, feeling grateful for whatever scrap of recognition or care is thrown our way, because we have convinced ourselves that we don't deserve it.

We lose ourselves and are unable to be neither normal nor truly unique. We get lost in the crowd, and once we're lost there, worried and anxious about our mistakes and failures, about a future that is not ours... how the hell are we going to notice what happens around us, let alone try to make changes?

The cycle repeats once and over.
