Aw come on. SE doesn't have arcades coming to life and killing people. Redgrave and Josephine Mink have that kind of stuff, but not SE.
The new Redgrave arc involves fucking machines controlled by the ghost of an angry customer that kill people by ramming dildos through their skulls. I wrote that and I'm proud of it.

The psycho killer guy never comes up again. It was just a one-time thing to make the universe here more interesting, plus it's a nod to the original short story.

Random guess, he was injured and possibly paralyzed and elected to have an experimental procedure by our favorite gangster doctor to help him out, starting him out as a proponent for advanced prosthesis and voluntary human experimentation for the greater good.

Aside from one detail, your prediction is pretty damn close (he was never injured).
It won't be explained until the end of chapter 6, and even then only briefly. We do get to see it in it's entirety, however. However, the following two volumes focus on the reason he has it to the point where it's the central issue of the story.
If you want a foreshadowed explanation, I suggest re-reading the prologue XD

The hole in the game is like the hole in her heart.
The hole left by her brother not understanding her, her mother dismissing her, her arms being removed...
Psychologically, Corelle is SO fragile right now.
It's going to be so easy to overwhelm her, and she's going to pendulum between joy and pain so frequently and hard, people are going to get emotional whiplash around her for a while.
THERAPY.
She needs it.
Fortunately, building stuff might actually help.

This makes me positively melancholic. I can relate to Corelle so much, that part when you talk about your unusual interests with that fear that you're only boring people. That people are only being polite to you~ because most of the time, it's the case.
