He's actually 33, he just looks a lot older due to having a very, very stressful early life (look at how presidents age twenty after only four) and now he's finally getting a break from it. Right now he's trying to make up for the fun he missed out on in his teens and twenties in a mid-life crisis sort of way. It's gets explained in greater detail later.
And he's not a perv at all. His sweetheart is a smokin' little sex machine to the point it would never dawn on him to look elsewhere.

I met this Mongolian person the other day, who explained about lots of culture shocks he experienced coming to Europe (mostly Germany and Switzerland). One of the shocks were that everybody in our first world countries seems to be overly worried about looking their age, everybody tries hard to look young. In Mongolia, however, the older you get, the more respected you are. c: The elderly get to use the seats of honor inside a yurte without having to ask (which is placed opposite the entrance). And the young have to make sure they're comfy and warm. Also, the eldery are the first to have a say in things. Because, you know, life experience.
Basically, their children look forward to getting old. Because you either get old or die early. As simple as that.
