FemScout's design is stolen based from MaxOfS2D's model - I think it's probably the most accurate genderbend version I've seen so far.
Oh - and my sis (and her college friends) want me to make the whole TF2 team genderbended, so expect more of these! ^_^

Yes, and it's free to play! [oh my goodness, i LOVE the animation as well!! 
But you have to download Steam to play it. I got mine along with Portal 2 - but i'm sure there's a tutorial on how to get it somewhere.
