Another of my characters portrayed in a very funny manner XD LOL; meaning that you also got it with this one! The festivity is very fitting for my cute/creepy Noctis.
First thing I noticed is that his mascot is coming from the pumpkin!, so perfect for a shadowy little monster, it really looks like a scary jack o lantern.
As in your other drawing, the lineart looks very neat; the design of the costume may look simple but matches perfectly the character and the festivity, I also like the dark background with halloween motifs to finish the scene, another simple yet effective addition.
I believe you found the perfect festivity for Noctis -though my great favorite hands down from the two drawings is the christmas Miyuuki- you really were very creative when developing the concept of the drawing, which is super good.
An area of improving may be the coloring, but overall I think you did a great job
