I was able to get Monster Fake Crash last night; he showed up on my Pit Stop. His voice clips do get altered a bit, which does set him apart from most of the other character skins.

All that I can tell you is that the Pit Stop no longer gives GP items higher priority than the other items. You may have to wait for days until a new GP character skin shows up, and that's IF you're trying to avoid spending your Wumpa Coins on stuff that you don't even want. Paint jobs at least cost less than wheels and character skins, but even then, you may have to go through a lot of exotic paint jobs (costing 750 Wumpa Coins for each one) before a Spectral paint job can show up.
