Rule 1: The project has to have been cancelled during pre-production and not during the the stages of filming. So films like The Thief and the Cobbler and the Day the Clown Cried can not be on your list because technically they have been made.
Rule 2: Some cancelled film projects can never be made, this isn't 8 cancelled film projects that should be restarted so don't go in to this thinking there is a chance that these films will be made some day.
