When the Confederate navy regained the right to have combat aircraft following the Geneva Accords they saw the need for a small training carrier. The Uncomplete Richmond Class cruiser CSS Bonaventure building in Norfolk's Gosport Naval Yard was quickly converted to a small test bed carrier.
