As I said, Mindi isn't a regular toon as his creator wasn't a regular creator. His creator remained anonymous and was hired to make the perfect toon for a Horror Show. They got what they wanted, but the creator might have over done it.
Mindi's a shape-shifter and this is only one of many horrifying forms he can morph into.
