There's an electrolarynx built into his collar, allowing him to still meow like a normal cat
By the way an electrolarynx is the thing that helps people to talk when they have surgery on their larynx or have cancer of the larynx and can't talk (usually caused from smoking-- it's in an anti-smoking commercial I think)
I know you didn't want a backstory with it, but I'll give a free-mini-backstory if you want one because I forgot that it was no backstory and started planning one haha
I was planning that it was attacked by dogs as a kitten and its vocal chords were cut extremely badly and ripped out by the dogs. Surprisingly the cat survived despite the injuries, and ended up growing into a powerful cat. It uses an electrolarynx to help it still speak to other cats (meow). Many other cats fear them because there are rumors that this cat killed a human in order to get the electrolarynx

Sorry for all the waiting on commissions!! Inspiration finally hit (at least a little bit) and I'll hopefully finish up with them soon (I'm just a bit worried about finals so I might have to still do some after next week because of studying)
