Depends on the severity, if it's just the outer layer of the person's body turned to stone, then they might be still alive (though they might be blind and unable to move, and will most likely be eaten alive). Anything below that, then the person's dead.

How do they turn things to stone?

By using electricity to trans-mutate materials that compose parts of the body into stone. The electricity is directed in a field-like form at 360 degrees from the dome-like structures of their bodies.
