He is the new villain introduced in the show. We don’t know basically nothing about his goals. He just appeared from nowhere and gained Ludo’s trust. He is by far the most patient and intelligent member of Ludo’s armyAlso, at the end of the episode, the last cookie said “A Great Evil Has Been Unleashed” and he was hinted as this.

He's definitely just trying to use Ludo and his idiots to get the wand for himself, which is weird because it would probably be easier to get it himself considering Ludo is such a moron.

I'm willing to bet it has to do with whatever reason his middle finger is missing. He seems to show some sort of animosity towards the kingdom (as every monster sorta does). I'm under the impression he's the true evil of the show because lets face it. All the other villains are simply too adorable to even be the big bad. Toffee is the only one that isn't distracted or silly. He has a cold, serious demeanor to the way he does things that isn't found in any of the other villains. He's the only one that seems worth taking serioiusly.
