Oh yeah XD

Uh well there should be a copy paste thing... either by doing file open, selecting the base and opening it that way oorrrr literal copying the image and right click pasting it.
after that you just draw over the top of the base :3

I use adobe illustrator to draw and photoshop to colour. I hear Inkscape does similar things and it's free
