How come Pony Flash doesn't have Human Flash's eyebrows?

To be honest, I haven't made much thought about his eyebrows.
But when I rethink it and check the design of male ponies I came to the conclusion that it was right to make him without eyebrows.
Male ponies only have visible eyebrows when the eye is complete or partly closed.
