I apologize beforehand, but this would be my first critique.
First of all, i think you've achieved your goal of making it cute as possible. The clothes complement each other and give the lolita vibe. I also appreciate the details put into this, I could see it in the wrinkles of the clothes and the fingers.
However, there are some contradicting aspects here, like the holly, animal ears, and raccoon. It's completely another element that contrasts against the classy lolita look. Though it may only be a bias to a single pattern, I would have liked it more that way.

The Vision is the point of view, idea or theme the artwork presents or reflects. For the vision I give 5 stars because the way the picture describes and demonstrates the OC "Cerulea".
And being honest, it's very pleasing to see this picture.
The Originality is the artwork uniqueness. For the Originality I give 5 stars, because there's no picture on Deviantart or any other site I could find that has is in this style and colors. Actually this picture was drawn in the style of the own artist style. So this is purely original.
The Technique is the demonstration of how skillful the artist is to create certain types of works of artworks. For the Technique I give 5 stars. The way the shades on the hair, the skin, the clothing and other stuff reveals the artist is skillful, it's not everyone that can do such stuff. I personally suck at digital art and I don't know if I would do something like this, even watching a video.
The Impact is how the artwork mess with your feelings or makes you think. For the Impact I give 5 stars because because the effects of the picture kinda mess with me and as I said... It's very pleasing to see this picture.

It is obvious by just looking at this wonderful piece, the amount of work the artist dedicated not only to the selection of colors, but for the details as well. After comparing the finished work with the "sketch" one can see how by choosing a soft pastel pink and flamingo color contrasted with soft purple, was the artist able to make the cute girl look less stiff and even comfortable. Usually, when girls are drawn this way one may think that she is not comfortable but in this case is the opposite: she seems cozy in this pose. This also allows us to see her beautiful detailed shoes (a fact that many others also forget or have problems designing) and legs.
The second part that called my attention was that beautiful hair, ears and her cute animal pet. We can notice how the hair that is on her forehead is more bright, while the hair on the back is leaning to a darker golden- which is a great subtle technique of shading; along with the colors the artist chose for her adorable pet that while a bit "similar" to her hair, it is very visible and has its own different color shades and gradients. Her semi pouty expression is just so cute and that blue is the shock of the drawing. Her body is very well proportionated, and simply put the drawing is extremely clean, beautiful, detailed.
As for the vision, if the artist had added a small description or probably a universal title for the piece that encapsulates what she may be.
